LABOR CATEGORY DESCRIPTIONS

1. Program Manager IV

Functional Responsibility: The Program Manager is responsible for overall project management in accordance with client requirements and organizational guidelines. Serves as the Contractor’s authorized interface with the Contracting Officer (CO), the Contracting Officer Technical Representative (COTR), client management personnel, and agency representative. The Project/Program Manager directs, organizes, and monitors work activity to ensure that the technical solutions and schedules are implemented in accordance to all contractual obligations. Monitors project status, and as required by the task, regularly updates project information and provides periodic reports. Supervises and participates in the selection, training, and evaluation of staff members.

2. Software Engineer I

Functional Responsibility: Tests, debugs, and refines computer software to produce the required result. The Software Engineer performs as a member of a team to maintain system and software programs, to enhance software, and to solve technical and operating problems. Provides technical support for associated systems and networks. Prepares program-level and user-level documentation, as well as technical and program documentation, as required.

3. Application Developer IV

Functional Responsibility: The Applications Developer reviews and analyzes system specifications, prepares programming specifications, and designs, codes, tests, and maintains system and software programs. Formulates and expresses ideas and plans on difficult and complex concepts in a clear and effective manner. Builds software development tools and measures software performance through design, implementation, and evaluation of results. Maintains database operations, user connectivity to database, database security, backup and recovery, data integrity, and security. Prepares technical documentation, as required. Capable of performing as a team leader, and as such provides technical direction and leadership to other team members.
